О.General secondary education is positioned as a compulsory essential component of the system of continuous education. Its vectoriality is seen as ensuring the comprehensive development of the individual through educational activities. The article aims to analyse the procedural and legal aspects of administrative proceedings in cases involving violations in general secondary education. The study reveals the specifics of administrative proceedings in the modern educational field. It highlights the basic principles of education and differentiation of administrative offences. It is determined that proceedings on administrative offences in the secondary education environment are considered the activities of authorised subjects to regulate the process of consideration of cases on administrative offences by administrative procedural rules. The paper analyses the most significant legal and procedural aspects of administrative proceedings in the field of study. It highlights the prospects for improving administrative law in general secondary education. It is substantiated that modern approaches and tools in the system of administrative law in the educational environment should be adapted to the active implementation of successful international practical experience against the background of European globalisation principles of sustainable development. This study investigates the intersection of digitalization and AI within the framework of local governance, drawing on principles from the sustainable development paradigm. Utilizing a hybrid study technique that incorporates both constructivist and positivist paradigms, the research demonstrates that AI can serve as a tool and intermediary between individuals and governments, assisting them in understanding one another and developing a more democratic governance model. It can also promote community welfare and health, break down socioeconomic barriers, and ensure a more sustainable and fair future for all. Land, as an object of the material world, embodies a dual nature, both a natural resource and an asset in civil transactions, which influences its treatment in legal and property relations. Given these complexities and their universal relevance across jurisdictions, resolving land disputes is of both practical and scholarly significance. Given the universality of land-related conflicts across nations and regions, the topic remains highly relevant. This article explores the legal frameworks and practices governing the resolution of land disputes in Ukraine and selected EU countries, with a particular emphasis on non-judicial methods of dispute prevention and resolution. In this context, it examines the role of mediation and other alternative dispute resolution (ADR) mechanisms in achieving amicable settlements that balance the interests of all parties. О.This study examines the set of processes aimed at improving the efficiency of steganographic methods for information protection, while ensuring a specified level of integrity and timeliness of transmission in infocommunication systems. The work addresses a scientific and applied task of increasing the level of information security while maintaining a specified level of integrity and timely delivery of data from unmanned aerial systems (UASs). It relates to the existence of a contradiction between ensuring the confidentiality of video information and the efficiency of its delivery with a given integrity. In the process of research, a method for structural steganographic embedding has been devised, based on changing the values of positional basis (PB). The difference is the embedding of information in the process of modifying the PB values, taking into account the detection of structural dependences in the spectrally modified space of a video container (VC). Such transformations are carried out under conditions of reducing the influence of spectral space modifications on the compression level. The above advantages make it possible to build a comprehensive method of steganographic transformations in the process of VC compression. The method is distinguished by two principal aspects. The first is the use of a sequence of steganographic transformations in independent spaces to detect dependences that are used in the process of embedding information. The second is that information is embedded in the structural-spectral space, taking into account its modification by the youngest bits. This enables increasing the level of steganographic capacity by an average of 7% without distorting the integrity of the stegano-containers and removing hidden information on the receiving side. The devised method is intended to be used to improve the confidentiality, efficiency, and integrity of video information delivery from unmanned systems.Item type:Item, Digitalization of Public Administration: Conceptual Foundations, Institutional Change, and Implementation Policy(2025) Akimov O. М.Public administration digitalization has progressed from technology focused automation to governance centered transformation, where digital tools reshape institutional design, integrated service delivery, and accountability. Contemporary models stress interoperability, lawful data reuse, and trust infrastructure as prerequisites for sustainable scaling, while value based approaches frame digital public services through rights protection, inclusion, and resilience. The goal of this study is to systematize the evolutionary phases of public administration digitalization and to compare the conceptual foundations of digital government in EU countries and Ukraine, emphasizing institutional change and implementation policy. The study applies qualitative policy synthesis and comparative institutional reasoning, organizing key policy narratives into a phase typology and a milestone based comparison interpreted through governance architecture, sequencing, and capacity building. The findings identify five phases: informatization, e government, digital government, platform and ecosystem government, and value based resilient digital government. Across these phases, the dominant logic shifts from agency centric efficiency to whole of government coordination and data enabled public value creation, which increases the importance of legal, organizational, and data governance alignment. The EU pathway is marked by shared principles and coordinated commitments that prioritize user centricity, the once only principle, and target driven steering supported by monitoring mechanisms. Ukraine demonstrates accelerated implementation through a unified service ecosystem and interoperability infrastructure that enable data reuse and reduce repetitive administrative requests, while remaining embedded in a broader public administration reform agenda. The results suggest that sustainable digitalization requires co development of institutional design, legal interoperability, and trust infrastructure alongside service expansion, with performance management focused on outcomes, inclusion, and resilience rather than output counts.Item type:Item, Global Shifts and National Resilience: Rethinking Economic and Food Security Strategies(2025) Petrukha N.; Oleksun N.; Petrukha S.; Nianko V.; Kolomiiets Y.Economic and food security are key factors in the sustainable development of society in the context of globalization, crises, environmental challenges, and geopolitical instability. Logistical disruptions, instability of the food market price situation, and exhaustion of resources require a comprehensive and strategic approach to addressing them. The purpose of this study is to provide an analytical overview of the state of economic and food security, to identify challenges, and to develop evidence-based solutions to strengthen them. The study focuses on strengthening management, transferring innovations in agriculture, and expanding and intensifying international cooperation to enhance security and socio-economic development. Using an integrated approach, statistical and benchmarking tools, the main threats and challenges to economic and food security in the world are identified. Based on UNCCD data, the global food security index (2022) for nations of various socioeconomic levels is presented. The link between GDP and international trade, inflation, defense spending, direct investment, and political stability is demonstrated by regression analysis and an approximation equation. Specific attention was paid to the role of public policy, international cooperation, and the introduction of innovations in agriculture. The results of the study can serve as a basis for developing strategies to ensure sustainable economic development and food security in the face of current challenges. It has been established that food security requires public policies to support domestic production, investment in the agricultural sector, and protection from economic shocks. О.In today’s environment, characterized by dynamic changes in the security and defense sector, as well as increasing competition for qualified personnel, innovative human capital management practices are becoming increasingly important. Effective human capital management is becoming a key success factor for organizations in these sectors, ensuring their ability to adapt to new challenges, implement innovations and perform their tasks at a high level. In this article, we examine the challenges defense (military) and national security organizations face today in terms of their HRM policies and the effect of the institutional environment and strategy on these policies. We start by providing a summary of how HRM has changed over time in certain industries, how it is now understood, and some broad theories within the HRM field. For instance, the internal and external environments of defense and security firms have changed in recent years, which presents significant issues for organizational fit and personnel policies. О.Polygraph assessment methodologies should be conceptualized as composite intellectual assets rather than as a single protectable method, since they integrate expressive materials, functional workflow logic, confidential know how, and digital implementation components. This structure determines the protection strategy because copyright is limited by the idea versus expression boundary, and software copyright protects the expression of a program rather than the underlying principles that the software operationalizes. As a result, legally robust protection requires a portfolio approach in which each layer of the methodology is aligned with the most appropriate legal instrument and with a corresponding governance mechanism that can be demonstrated in practice. The study aims to systematize legal routes for protecting polygraph methodology components through copyright, trade secrets, and operational controls, while maintaining legitimacy through controlled transparency. The analysis uses a doctrinal and policy synthesis of relevant international and EU frameworks and translates these norms into an operational segmentation model and an evidence readiness logic for enforcement. The results show that protectability increases when methodology content is segmented into public, partner, and restricted components, since this enables principled disclosure without sacrificing confidentiality of calibration and decision rules. The findings also demonstrate that trade secret protection is governance dependent, because enforceability requires proof of secrecy, commercial value derived from secrecy, and reasonable steps to preserve confidentiality, which elevates access discipline and documentation to core protection instruments. In addition, the study identifies evidence readiness as decisive, because copyright and trade secret claims rely on different proof packages, including version histories, secret registers, access logs, and contract documentation. Finally, the study operationalizes reasonable steps as layered controls that map key risks to specific evidence outputs, strengthening cross border defensibility and improving response capacity. The effective legal protection of polygraph methodologies is portfolio based and operational, combining protection of authored expression with secrecy governance, licensing discipline, and evidence preservation embedded into project workflows. Future research should test how particular evidence artifacts, access controls, and licensing constraints influence dispute outcomes, and the long term durability of secrecy in training intensive ecosystems.Item type:Item, Justification of video data stream encoding methods for departmental infocommunication networks(2025) Akimov O. М.It is shown that recently the development of systems for remote information exchange has been gaining momen- tum. The article shows that there are several standards for encoding video information streams. At the same time, for real-time applications, which include video conferencing communication, technologies with basic profiles are most often used. However, the disadvantages of this direction of video compression are that it has a relatively low compression ratio relative to full-profile implementations of standardized codes. This is a restriction on the use of these codecs in real-time applications with low bandwidth of the telecommunications segment. О.In the conditions of war in Ukraine, the educational process underwent profound transformations, accompanied by a decrease in student motivation and an increase in emotional exhaustion. The relevance of the topic was due to the need to find effective psychological and pedagogical tools to support student engagement in times of crisis. The purpose of the study was to find out the impact of gamification on student motivation; the object was the educational process in higher education institutions during the war. The research methodology was based on a questionnaire, comparative analysis, qualitative interviews, and empirical observation of gamified educational practices in three higher education institutions. The results of the study showed that team gamification, the use of adaptive online platforms, and instant feedback mechanisms were the most effective in wartime. Gamification was shown to increase academic engagement, reduce anxiety, and raise satisfaction with the learning process. Particularly high rates were recorded among psychology and engineering students. Gamified elements, such as virtual rewards, interactive missions, and cooperative tasks, proved to be effective not only in terms of learning but also in providing emotional support. The practical significance of the results lay in the possibility of adapting the cases to other educational contexts and developing strategies to overcome motivational decline during a crisis. О.The way customs administrations handle and approach their work has been impacted by changes and unpredictability in the customs operating environment as well as the rise in commerce and travel volumes. The function of customs services has been greatly altered by the current geopolitical climate. Customs administrations have always aimed to increase compliance primarily through stepping up their enforcement efforts. Such activities are frequently motivated by a sense of urgency or the need to produce outcomes, especially in terms of raising money, but they are sometimes taken without adequate planning. However, lack of consideration of tax payers’ interests and vision often lead to more sophistication of evading schemes and ultimately to reduction of customs efficiency and volume of customs taxes revenues for the state. Based on narrative review and case study tools, the article aims to consider the core essential risks in the field of customs taxes and justify the application of integrated approach. The experience of the USA, EU (in particular, Poland), Australia, UAE, and Ukraine in the field of customs tax risk vision and management was investigated, along with the overall customs landscape and challenges of today. Метою роботи був аналіз розвитку транскордонних інноваційних кластерів, виявлення їх переваг та можливостей для інтернаціоналізації в контексті глобалізації та євроінтеграції. Для досягнення мети було використано методи концептуального аналізу, кейс-стаді, а також емпіричне дослідження на прикладі різних транскордонних кластерів, зокрема в Європі та за її межами. Результати дослідження показали, що транскордонні інноваційні кластери сприяють реіндустріалізації регіонів, зменшують залежність від великих корпорацій і створюють конкурентні переваги для малих і середніх підприємств. Аналіз кейсів, зокрема таких як Future Position X у Швеції, Інноваційний Коридор Каскадії в Північній Америці та інші, продемонстрував значний потенціал транскордонних ініціатив для залучення нових технологій, ресурсів і міжнародних ринків. Визначено важливі фактори, що впливають на ефективність таких кластерів, зокрема геополітична і інституційна близькість, науково-технологічна взаємодія, а також культурні та реляційні аспекти співпраці між регіонами. Крім того, було розроблено модель інтернаціоналізації регіональних кластерів, яка включає чіткі етапи координації та розвитку зовнішніх зв’язків, що дозволяє максимально реалізувати міжнародний потенціал кластерів та сприяє їх ефективному розвитку. A.; Klochko M.; Bortniak K.Актуальність теми дослідження визначається зростаючою потребою у формуванні дієвої системи захисту прав та інтересів суб’єктів земельних відносин в Україні, зокрема в аграрному секторі. Метою статті був аналіз правових засад і практик застосування медіації у вирішенні земельних спорів в Україні та країнах Європейського Союзу для визначення можливостей їх адаптації в умовах євроінтеграції. У дослідженні використано системний, порівняльно-правовий, догматичний та наративний методи. У результаті встановлено, що медіація є ефективним альтернативним механізмом запобігання тривалим судовим провадженням у земельних конфліктах, який сприяє зниженню навантаження на суди та підвищенню якості державного управління земельними ресурсами. Проаналізовано особливості правового регулювання медіації в Україні та ЄС, виокремлено ключові проблеми її практичного застосування, зокрема низький рівень обізнаності, обмежену роль судів у спрямуванні сторін до медіації та недостатній розвиток інституційної інфраструктури. Обґрунтовано доцільність запровадження обов’язкової початкової медіаційної сесії як елементу державної політики у сфері вирішення земельних спорів. Окрему увагу приділено розвитку онлайн-медіації, ODR-платформ і перспективам використання інструментів штучного інтелекту в межах концепції «доповненого правосуддя», а також пов’язаним із цим етичним і правовим ризикам. І.Міграція населення — одне з природних явищ, що відбувається в суспільстві незалежно від форми соціально-економічної системи та розглядається в рамках та на перетині різних наук. Однак воєнна міграція має свої унікальні особливості та унікальний ландшафт виникнення та перебігу її процесів. Предметом дослідження є комплекс проблем воєнної міграції в Україні, а також її вплив на соціально-економічний розвиток територіальних громад. Метою статті є відображення як видимої ситуації, так і латентних процесів у територіальних громадах України, спричинених воєнною міграцією під час російсько-української війни. Показано, що наслідки воєнної міграції мають як позитивний, так і негативний характер, стаючи джерелом конфліктів та зниження рівня життя в територіальних громадах. Підкреслюється необхідність об’єднання зусиль державних органів, громадянського суспільства та зацікавлених сторін для глибокого вивчення всіх аспектів наслідків воєнної міграції для громад з метою розробки ефективних моделей та стратегій подолання негативних тенденцій. By promoting innovation through a variety of tactics, such as expanding the frontier of global knowledge or concentrating on the uptake and spread of already- existing breakthroughs, regions can realize their full potential. Supporting regional innovation requires efficient administration and customized policies that take into account local resources and involve a variety of stakeholders. The relevance of this study is determined by new complexities facing many countries due to geopolitical turbulence and the dynamics of the economic landscape. This article claims that the creation of regional innovation concepts, which predominantly draw from the experiences of advanced regions, has resulted in poor narratives about the experience of less-developed regions. Through content analysis and comparative research, the study critically examines the limitations of endogenous development approaches, particularly the role of formal dynamics within organizations and institutions in regional innovation systems. Drawing on a comprehensive literature review, the paper explores the regional innovation models adopted in the European Union and the United States, assessing their core principles and structural elements. Finally, it evaluates the applicability of these models to Ukraine, proposing context-sensitive pathways for fostering sustainable and inclusive regional innovation within the country’s development agenda.Item type:Item, Modernisation of state land monitoring system as a basis for management decisions in post-war reconstruction process(2025) Boklakh V.; Kravchenko T.; Mordvinov O.; Kozar T.; Merzlyak A.Актуальність дослідження зумовлена необхідністю модернізації системи державного моніторингу земель в Україні в умовах повоєнної відбудови, коли від якості, оперативності та адаптивності управлінських рішень безпосередньо залежать сталий розвиток територій, продовольча безпека та соціальна згуртованість. Метою роботи є обґрунтування можливостей застосування Agile-парадигми як концептуальної основи для оновлення державного моніторингу земель і моніторингу земельних відносин у повоєнний період. У дослідженні використано наративний огляд наукових джерел, аналіз нормативно-правової бази, елементи кейс-методу та концептуальне моделювання. У результаті встановлено, що чинна система державного моніторингу земель в Україні характеризується фрагментарністю, обмеженою інтеграцією даних, недостатньою адаптацією до умов воєнного та післявоєнного періоду й слабкою інституційною координацією, що знижує ефективність управлінських рішень. Обґрунтовано, що поєднання принципів Strong Land Governance, цифровізації, стейкхолдерського та поліцентричного підходів створює передумови для переходу від статичних моделей моніторингу до адаптивних ітеративних систем. Запропоновано концепцію Sustainable Agile Land Management, яка інтегрує резильєнтність, адаптивне управління та інституційні зміни й орієнтована на використання геопросторових даних у режимі наближеному до реального часу. Розроблено концептуальний фреймворк сталого управління земельними ресурсами у повоєнній Україні та модель Agile-екосистеми моніторингу й управління земельними ресурсами зі стейкхолдерським ядром, що демонструють логіку взаємодії моніторингу, аудиту та прийняття управлінських рішень. Показано, що Agile-підхід дозволяє оперативно реагувати на ризики деградації земель, враховувати локальний контекст і забезпечувати узгодження екологічних, економічних і соціальних цілей розвитку. О.Recently, the discourse of scholarly discussions within the field of sustainability and effective use of national resources has been significantly expanded and complicated. However, a range of important components for a comprehensive understanding of the ‘state-of-the-art’ is not integrated sufficiently. In particular, this refers to the issues of the role of human capital management and appropriate policies in the landscape of the green economy. The current research represents an attempt to fill this gap, outlining the existing patterns. The methodology implies a mixture of grounded theory and content analysis. The study indicates that a combination of poor governance quality and natural resource rents could have a negligible influence on economic growth and may have a negative impact on the economy in both the long and short run. The results also show that there is unidirectional causality from the interaction term to growth. This implies that natural resource rents and institutional quality may both influence the growth trajectory. The implications of green human capital are described, and the expediency of broader acceptance of a category of sustainable human capital is emphasized. The emergence of the digital age has resulted in a previously unheard-of degree of connectivity, information accessibility, and sophisticated computing power, radically altering traditional procedures and spawning novel paradigms. The proposed study aims to enrich the sustainable development literature by outlining and systematizing emerging patterns and trends in sustainable natural resources management and financial security enhancement, based on AI synergetic influence on sustainable development economy functioning. Based on the method of narrative review, theoretical provisions, practical implications, and cases are investigated, representing a systemic picture of intertwining and strong correlations between sustainable finance and sustainable management of natural resources in the landscape of continuous AI solutions development. The paper outlines the patterns of relation between sustainable development, digital transformation, and financial concerns, in particular within the sustainable finance paradigm. It is demonstrated that AI plays a key role in the green economy to generate monetary and environmental rewards, strengthening nation-state financial security. The patterns revealed in the process of review demonstrate that AI offers both financial and environmental advantages, being a potent tool for international decision-making, risk management, and investment in environmentally friendly businesses, climate investing, and renewable energy projects.Item type:Item, Policy of the European Union in the Field of Healthcare(2025) Lavrentii D.; Dakal A.; Dovhan L.; Bobak A.; Verbitskiy I.; Serohina N.In this study were analyzed healthcare provision, health needs meeting ‘state-of-the-art’, as well as healthcare policies and frameworks throughout the EU space. In particular, some implications of COVID-19 crisis were examined. Based on the method of thematic analysis, authors conducted a review of both scholarly publications and EU policy documents and reports. This allowed to trace patterns of health policies formation and their effects in healthcare field, including addressing health inequalities, staff shortage, and other acute current issues. The factor of trust and quality of institutions was also taken into account, demonstrating that non-data-related issues might be overlooked aspects of health inequality monitoring. As the result of conducted analysis, authors suggested the capability maturity model, describing the levels of nation-state’ healthcare system overall capability in face of the current challenges.
